The PIR was conducted by two consultants from PCR Australasia Pty Ltd, Mr Alan Gosling and Dr Rob Lee.

We required PCR to assess the submissions made by industry and to examine the main areas of concern raised by industry prior to the introduction of Characteristic 29 and provide advice on the extent to which these have materialised.

PCR was asked to provide advice on whether there has been any significant increase in airspace risk because of the introduction of Characteristic 29 and to identify any systemic issues including any due to the implementation of Characteristic 29.

Importantly, we requested advice on whether any measures are required to further enhance the safety of operations at non-towered aerodromes including whether or not any fundamental change may be needed to Characteristic 29 and whether further training and additional surveillance/enforcement activities are required.

Joint Response to the Recommendations from the Post Implementation Review of NAS 2c

The Civil Aviation Safety Authority and the Department of Infrastructure, Transport, Regional Development and Local Government, have published their joint response to the recommendations of a Post Implementation Review of changes to operating procedures at Australia's non-towered aerodromes introduced in November 2005 (known as "National Airspace System Stage 2c" or NAS 2c). One of the responses proposes changes to radio call requirements at non-towered aerodromes. CASA proposes that these changes will commence on 21 November 2008.
