4.1: PURCHASER-PROVIDER ARRANGEMENTS
ARRANGEMENT WITH CENTRELINK
Cross agency overview
The Department has a purchaser-provider arrangement with Tasmania Assistance Services - Centrelink. The Memorandum of Understanding (MOU) between Centrelink and the Department was signed on 30 August 2002, and is expected to be extended to 30 June 2008. Centrelink administers, on behalf of the Department, the Tasmanian Freight Equalisation Scheme, Tasmanian Wheat Freight Scheme and the Bass Strait Passenger Vehicle Equalisation Scheme. Each Scheme operates under Ministerial Directions approved by the Minister for Local Government, Territories and Roads.
Responsibility
Under the current arrangements, Centrelink reports to the Department against an agreed set of Key Performance Indicators on a monthly basis. Centrelink is part of the Human Services Portfolio and, therefore, also reports on its outcomes and output structure, providing a full set of financial statements within the PBS for the Human Services Portfolio for the programmes that it delivers.
Control arrangements
The MOU specifies services purchased, resources, management arrangements and expected levels of performance. The Department and Centrelink hold quarterly business meetings where any issues arising from changes to policy or administration are discussed and responded to as appropriate.
Resourcing
At 30 June 2007, Centrelink will have received $0.89m to administer the Tasmanian Schemes. It is anticipated that the 2007-08 figure will be similar to 2006-07.
Performance against outcomes of purchased outputs
Performance of the services purchased from Centrelink relate to output 1.4.1 - Maritime and land transport, under Outcome 1 - Fostering an efficient, sustainable, competitive, safe and secure transport system.
ARRANGEMENTS WITH CASA AND AMSA
DOTARS will be developing purchaser provider arrangements with CASA and AMSA to cover the provision of transport safety assistance to Indonesia. Agreements between the parties will be developed to define responsibilities and control arrangements.
Resourcing
Funds for the project are to be appropriated to DOTARS with $2.2m to be provided to CASA and $0.8m to AMSA in 2007-08.
4.2: COST RECOVERY ARRANGEMENTS
Since the 2006-07 PBS, the Department has not undertaken any assessments of its cost recovery arrangements against the Australian Government Cost Recovery Guidelines. The latest Cost Recovery Impact Statements were reported in the 2005-06 PBS and are available on the Department's website at www.dotars.gov.au.
